At SnapHealth, we're on a mission to transform how people navigate health insurance. By empowering brokers with innovative technology, we're making insurance more accessible and understandable for everyone.
Our Story
Many of the best organizations are founded based on personal events, and SnapHealth is no exception. Founder and Principal, Joshua Brooker received a big surprise along with the birth of his first child. The insurers double-billed him on the premise his oldest son was born in a different plan year (1/1) than his mother was admitted (12/31). Out of frustration, and lack of advocacy, Joshua began his agency PA Health Advocates.
With more than 14 years in the industry, serving Individual and Medicare Markets, PAHA was focused on making things much less complicated and advocating for our clients. They focused on helping individuals sidestep common pitfalls and assist in claims advocacy when things just aren't working right.
In 2018, Joshua realized that meeting clients one on one didn't have the level of impact to the broader market that he had hoped for. He started getting directly involved in Political Advocacy Nationally, and founded SnapHealth as a way to share the tools he had built for his own agency in an effort toward efficiency, and SnapHealth now makes available to brokers across the US.

Joshua Brooker is a nationally recognized expert in health policy and insurance markets, specializing in the Affordable Care Act (ACA), individual health insurance (U65), and ICHRA. With over 14 years of experience in the health insurance industry and a background in finance and economics, Joshua applies a strategic, data-driven approach to analyzing policy impacts, market trends, and real-world solutions to improve access to cost-effective coverage.
As the Chief Visionary Officer of SnapHealth, Joshua leads efforts to modernize health insurance distribution and empower brokers through technology. He is an active voice in national health policy discussions, serving as a key member of the National Association of Benefit and Insurance Professionals (NABIP) Individual Markets Working Group, where he provides thought leadership on ACA market trends, ICHRA policy, and employer-sponsored coverage.
